The assault allegedly caused the victim to collapse and convulse on the public street. Colonel Vitchika confirmed that the investigation and arrest operation were carried out under the direct command of Lieutenant General Chuon Narin, Deputy Commissioner General of National Police and Commissioner of Phnom Penh Municipal Police. The arrested suspect, identified as Sai Chan Seng, alias 'A Seng,' is 17 years old and claimed to be part of the 'Son Tola 07' group. Police also seized a motorcycle believed to have been used by the suspect in the commission of the act. Currently, the suspect and the seized evidence have been transferred to the Tonle Bassac Administrative Police Post for further legal proceedings. This marks the second arrest in connection with the case. The first suspect, Ratanak Pisal, was apprehended by the Phnom Penh Municipal Gendarmerie on July 28.
