Lao Cai Province to Provide Emergency Support for Disaster Evacuees

Lao Cai Province in northern Vietnam has decided to provide emergency financial support of VND 250,000 (approximately $10 USD) per person per day to residents forced to evacuate due to natural disasters, aiming to expedite their recovery. The support, outlined in Decision No. 2717/QĐ-UBND issued by the Lao Cai Provincial People's Committee on August 5, is for individuals and households mandated to evacuate from disaster-stricken areas by competent authorities. The duration of support will be calculated based on the period of emergency evacuation. Funds for this initiative will be secured from the provincial budget. In cases where an individual is eligible for multiple state-funded support policies with similar content, they will only receive the policy with the highest support amount. The Provincial Department of Finance and the Department of Agriculture and Rural Development are tasked with guiding and inspecting the implementation of this decision according to their respective functions. People's Committees of communes and wards within disaster-prone areas are responsible for organizing the policy's implementation, ensuring it reaches the correct beneficiaries in a timely, transparent, and accurate manner. They must also compile the funding needs and lists of urgently evacuated residents for approval by higher authorities. Vietnam, particularly its northern mountainous regions, is vulnerable to natural disasters like floods and landslides, exacerbated by climate change. Such emergency support measures are crucial for stabilizing the livelihoods of affected populations during crises. The government, operating under a single-party system, often prioritizes social welfare initiatives to maintain stability.
