Cambodia Customs Strengthens International Cooperation at Annual WCO Meeting
Cambodia's Customs administration participated in the annual World Customs Organization (WCO) meeting in Brussels, Belgium, to discuss strengthening international cooperation against smuggling and facilitating trade. Bilateral meetings were also held with customs administrations from the US, France, China, and others.
A delegation from the Directorate General of Customs and Excise of Cambodia (GDCE), led by H.E. Dr. Kun Nhem, Minister Attached to the Prime Minister and Director General of GDCE, participated in the 147th/148th Annual Meeting of the World Customs Organization (WCO) Council, held from June 25 to 27, 2026, at the WCO Headquarters in Brussels, Belgium. The meeting saw the direct participation of Directors General of Customs and representatives from the customs administrations of 187 member countries and several international organizations. The session was chaired by Mr. Bashir Adewale Adeniyi, Director General of Customs of Nigeria, who is the Chairperson for 2026. The meeting proceeded according to the agenda. The meeting commenced with keynote speeches delivered via video conference by Mr. Valdecy Urquiza, Secretary General of the International Criminal Police Organization (INTERPOL), and Dr. Sevil Atasoy, Chairperson of the International Narcotics Control Board (INCB). Both speakers emphasized the necessity and demand for global cooperation between the WCO and various international organizations in timely information sharing and collaboration to combat illicit trade, cross-border crime, and evolving global threats, alongside a shared commitment to a more secure and safe world. Mr. Ian Saunders, Secretary General of the WCO, highlighted the WCO's achievements, including: 1. Successful implementation of the 2025-2026 Strategic Plan; 2. Preparation and promotion of the 2028 Harmonized System (HS) amendments; 3. Updating the Customs Clearance Study Guide; 4. Implementation of the e-ATA Carnet digital system; and 5. Results of law enforcement operations aimed at preventing and combating cross-border offenses, such as Operations Thunder and Global Gateway. The Council also heard progress reports from technical, policy, finance, and audit committees. Key areas of work included: 1) Implementation and capacity building, 2) Origin of goods, 3) Customs valuation, 4) Harmonized System, 5) Enforcement, 6) Trade facilitation, and 7) Finance and governance. Two significant panel discussions were organized. The first, titled "Data as a Strategic Asset," focused on building the foundation for customs administrations to effectively utilize data as a strategic asset, emphasizing its value. The second, "Border Protection," discussed strengthening the role of customs administrations in protecting society and effectively combating drug trafficking and cross-border crime, aligning with the WCO's 2026 theme. On this occasion, H.E. Dr. Kun Nhem personally thanked Mr. Ian Saunders, WCO Secretary General, for dedicating his valuable time to consult with ASEAN Directors General and the WCO via video conference during Cambodia's hosting of the 35th ASEAN Directors General of Customs Meeting, held in Phnom Penh from June 2-4, 2026. The Cambodian customs delegation also took the opportunity for bilateral meetings with: 1. U.S. Customs and Border Protection: To promote and further strengthen customs cooperation, agreeing to begin drafting a framework document on cooperation between the two customs administrations. 2. French Customs: To discuss raising the level of cooperation and agreed to expedite the drafting of a framework document, particularly in accelerating internal procedures, in preparation for a signing ceremony during the official visit of the French President to Cambodia in late 2026. 3. Indian Customs: To continue strengthening mutual cooperation between the two customs administrations. 4. Chinese Customs: To discuss and provide mutual support between the two customs administrations regionally and internationally. 5. Canadian Customs and UK Border Force: To explore the possibility of drafting a Memorandum of Understanding on mutual customs assistance. These meetings underscore Cambodia's ongoing commitment to trade facilitation, combating illicit trade, and enhancing international customs cooperation.
