Vietnam Bolsters Multilateral Ties, Deepening Cooperation with Russia, India, France

Vietnam is actively strengthening its multilateral relationships, deepening cooperation with key partners including Russia, India, and France. This multi-faceted approach underscores Vietnam's independent foreign policy under its one-party system and its commitment to international cooperation to fuel economic growth. In its ties with Russia, science and education have long been foundational pillars, with particular emphasis on emerging fields like quantum technology. This collaboration is seen as a strategic move to accelerate Vietnam's technological advancement and human resource development. A high-level meeting on September 9 between General Secretary of the Communist Party of Vietnam Central Committee and President To Lam and Russian President Vladimir Putin reaffirmed the commitment to advancing bilateral relations. Cooperation with India focuses on leveraging the complementary strengths of two of the world's fastest-growing economies, with efforts to achieve a bilateral trade target of $25 billion USD. Facilitating market access for products such as pharmaceuticals, agricultural goods, and fisheries is a key priority. Vietnam-France relations are entering a new phase, aiming to translate high-level agreements into concrete cooperation programs across economy, science and technology, education, culture, and people-to-people exchanges. France's role in supporting the ratification of the EU-Vietnam Investment Protection Agreement (EVIPA) and strengthening Vietnam-EU ties, as well as addressing issues like IUU fishing, is highly valued. Vietnam's participation in the BRICS Summit reflects its foreign policy of independence, self-reliance, peace, friendship, cooperation, and development, coupled with multilateralism. It provides a platform to engage with members and partners, debate global governance, and contribute to shaping international rules and standards, thereby enhancing its global standing.
