Cambodia Authorities Warn Against Illegal Encroachments on Roadside Land, Commend Voluntary Demolitions
The Governor of Cambodia's Kampong Speu province has instructed local authorities to intensify public awareness campaigns regarding illegal constructions on public road land. He praised six families who voluntarily removed their structures, urging others to cease such encroachments that compromise road safety, order, aesthetics, and infrastructure development.
Kampong Speu Provincial Governor Dr. Cham Chansophoan has instructed local authorities to intensify public awareness campaigns against illegal construction on public road land. He stated that the private use of state-owned road reserves is illegal and that district authorities should increase their dissemination efforts to effectively prevent and curb such activities in their respective areas. Governor Cham Chansophoan made these remarks during a meeting with six families in Ang Khmao village, Sambour commune, Samrong Tong district, Kampong Speu province, who voluntarily dismantled structures built on public road land in front of Ang Khmao Pagoda. He added that establishing residences, market stalls, and other commercial structures on road reserves is illegal and should not be undertaken by citizens. Such constructions severely impact traffic safety, public order, urban aesthetics, and various infrastructure developments. Furthermore, they reduce road width, causing congestion and increasing the risk of accidents for pedestrians and drivers. They also lead to disorderly construction, marring the landscape, obstructing drainage systems, and frequently resulting in widespread littering, affecting sanitation and the environment. Moreover, Governor Cham Chansophoan highlighted that these disorderly structures impede future road development or repair plans and hinder district administration activities such as road construction or the installation of drainage systems. He noted that if district authorities or relevant departments request demolition and residents refuse, they could face legal penalties. However, the six families in Ang Khmao have set an example for other citizens by voluntarily and unconditionally removing structures that had encroached on public road land for many years, citing a shared commitment to Kampong Speu. During the meeting, Dr. Cham Chansophoan praised the spirit of the six families and appealed to other citizens living or operating stalls and businesses on state road reserves to cease immediately and remove their structures. This, he said, would ensure wider roads, eliminate congestion, and prevent traffic accidents stemming from these constructions. He urged district authorities to continue widespread dissemination of this issue to encourage voluntary demolition, thereby avoiding the application of formal laws.
