Phnom Penh Authorities Demolish Encroaching Stalls After Repeated Warnings

A stall that had been illegally occupying public road space along National Road 5 in Phnom Penh's Russey Keo district was permanently dismantled and public order was restored by the District Administrative Command Unit on September 22, 2026. The operation was led by Mr. Chin Bunthoeun, Governor of Russey Keo District and Head of the District Administrative Command Unit, with the participation of competent forces and relevant officials, to implement administrative measures against the stall that was encroaching on public road space in Kilo Meter 6 village, Kilomter 6 commune. According to the Russey Keo District Administration, the district and commune authorities had previously issued multiple warnings and educational directives to the owner of the aforementioned stall, urging them to cease using public road space for their business and to arrange their premises in accordance with public order. However, the district administration stated that the stall owner continued to use the premises without complying with the authorities' instructions. Consequently, the District Administrative Command Unit decided to implement administrative measures, deploying heavy machinery to demolish the construction and the stall that had encroached upon public road space. During the operation, Mr. Chin Bunthoeun also instructed the commune administration to diligently monitor and inspect the cleared site to prevent the same location from being used again for sales or the construction of structures that encroach on public road space. Mr. Chin Bunthoeun emphasized to the relevant commune authorities to conduct regular follow-ups and stated that if any violations recur, the district administration will continue to take legal action without allowing any further encroachment on public road space. Concurrently, the Russey Keo District Administration appealed to citizens and vendors who are currently using or occupying public road space for personal benefit to cease immediately and to cooperate with the local authorities in maintaining order and discipline on public roads.
