Vietnam to Allocate 2% of State Budget for Environmental Protection (2026-2030)
Vietnam plans to allocate 2% of its annual state budget for environmental protection during the 2026-2030 period, according to a Party Central Committee conclusion. The initiative aims to strictly control pollution sources and promote a green economy.
The Vietnamese government has decided to allocate 2% of the state budget for environmental protection during the 2026-2030 period, according to Conclusion No. 75-KL/TW of the Party Central Committee on environmental protection and climate change response in the new era. Standing Deputy Prime Minister Pham Gia Tuc presented the key contents of this conclusion at a national teleconference in Hanoi. Under the plan, Vietnam will strictly control pollution sources by automatically monitoring all major wastewater and emission sources, ensuring that wastewater at all industrial clusters meets regulatory standards. The country aims to improve environmental quality and living conditions, ensuring at least 80 percent of days each year in centrally governed cities have good or moderate air quality. It also seeks to raise the rate of municipal solid waste treatment to 95 percent in urban areas and 85 percent in rural areas. In addition, the plan will accelerate the green transition, with the green economy accounting for 10 percent of national GDP and renewable energy making up at least 26.1 percent of the total primary energy supply. Greenhouse gas emissions are targeted for a reduction of at least 9 percent. These efforts are aligned with renewing the growth model, improving economic growth quality, enhancing environmental security, and pursuing rapid and sustainable development. By 2030, Vietnam aims to strengthen its resilience and adaptive capacity to climate change and natural disasters, while protecting people's lives, health, property, and livelihoods. Areas suffering from severe environmental pollution, particularly urban areas, river basins, industrial parks and clusters, and traditional craft villages, will be prioritized for remediation and ecological restoration. The quality of the living environment will be substantially improved, with major sources of pollution brought under strict control. The Southeast Asian country will speed up the development of a green economy, circular economy, and low-carbon economy. Looking ahead to 2045, Vietnam targets to achieve a clean and healthy living environment in harmony with nature and sustainable development. The nation will establish a modern environmental governance system capable of effectively adapting to climate change, with the green economy, circular economy, and low-carbon economy becoming the dominant development model. Vietnam also aims to become a responsible nation with a high standing and strong international reputation in environmental protection and global climate change response.
