Cambodia Concludes International Conference on Combating Cyber Scams, Adopting 'Phnom Penh Declaration' to Strengthen Cooperation

Phnom Penh, Cambodia – September 24, 2026 – The international conference on combating cyber scams concluded today in Phnom Penh, with Deputy Prime Minister and Vice Chairman of the Joint Commission for Combating Technological Fraud (គ.ប.ឆ.ប.), H.E. Dr. Santebandith Net Savoeun, highlighting the significant value of international partnerships and friendship forged during the event. He stated that the conference not only facilitated the exchange of knowledge and experience but also strengthened collaborative efforts to eradicate technological fraud. Under the theme "Together Towards Severing the Chains and Ending Technological Fraud," participants officially adopted the "Phnom Penh Declaration." This declaration outlines a roadmap for joint action in combating cyber scams. H.E. Dr. Net Savoeun expressed Cambodia's commitment as the host nation to continue seeking support and endorsement for the "Phnom Penh Declaration" from various countries and international organizations in the future. He also extended his gratitude to the organizing committee, the International Criminal Police Organization (INTERPOL), the United Nations Office on Drugs and Crime (UNODC) Regional Office for Southeast Asia and the Pacific, and the Mekong-Lancang Cooperation Center for Law Enforcement Security Cooperation and Integration for their active participation, which contributed to the conference's resounding success. "Although we are attending the closing ceremony of the international conference on combating technological fraud, this does not mean that the spirit of our conference ends here. On the contrary, this is another powerful starting point that demonstrates our collective strong will, unwavering commitment, and sharp future direction," H.E. Dr. Net Savoeun remarked. He expressed firm confidence that all delegates would translate the discussions and recommendations into concrete actions, transforming challenges into opportunities for robust cooperation, turning shortcomings into a spirit of mutual support through strong international cooperation mechanisms, and making the dream of collectively ending technological fraud a reality. "The international conference not only provided good knowledge and experience, but its most important value is the partnership and friendship we have built through this conference. I encourage all delegates to continue the excellent friendly relations we have established, to keep sharing information and experiences with each other, and to continue our solidarity and mutual support," he added. The two-day conference, held from September 23rd to 24th, 2026, brought together government leaders from over 27 countries worldwide, leaders from seven major international organizations, and more than 1,000 national and international participants.
