Its eye was estimated at 780 kilometers east of Aparri, Cagayan, with maximum sustained winds of 165 km/h near the center and gustiness of up to 205 km/h. It was moving west-northwestward at 20 km/h. Tropical Cyclone Wind Signal No. 2 was raised over Batanes, the eastern portion of Babuyan Islands, and the northeasternmost portion of mainland Cagayan. Several towns in the provinces of Cagayan, Isabela, Quirino, Apayao, Abra, Kalinga, Mountain Province, Ifugao, Ilocos Norte, Aurora, and Catanduanes were under Signal No. 1.
