Cambodia Hosts International Conference to Combat Cyber Scams, Aiming to Sever Criminal Chains

Cambodia successfully hosted an international conference aimed at severing the chains of criminal networks and preventing the resurgence of cyber scams. The conference, which concluded in Phnom Penh on September 24, 2026, brought together representatives from governments, international organizations, law enforcement agencies, the financial sector, and technology companies. Minister of Information Net Pheaktra, who chaired the conference, stated that Cambodia's objective is not merely to shut down scamming locations, but to cut off the entire chain of criminal activity and prevent these networks from re-emerging. He emphasized that cyber scams have become a severe transnational threat, and no single country or entity can resolve this issue alone. Following two days of discussions, the international conference reached a consensus that cyber scams have evolved into complex, organized criminal operations. Criminal networks are increasingly operating across borders, exploiting loopholes in legislation and digital platforms. A timely, effective, and coordinated response requires both strengthening national capacities and enhancing regional and global cooperation. Under the theme "Moving Together to Sever the Chains and End Cyber Scams," the conference culminated in the adoption of the "Phnom Penh Declaration" on combating cyber scams. This declaration outlines eleven points reflecting the commitment of the participating nations to fight against cyber fraud.
