Banteay Meanchey Province Issues 9,826 Land Titles, Enhancing Legal Security for Citizens

In Banteay Meanchey Province, specifically in Malai District, a total of 9,826 land titles have been prepared for distribution to residents across eleven villages. This initiative stands as a testament to the ongoing efforts to strengthen the security of land tenure and property ownership for the populace, while simultaneously bolstering public confidence in the legal framework governing land management and registration. The ceremony for the distribution of these immovable property ownership certificates was jointly organized by the Provincial Department of Land Management, Urban Planning, Construction, and Cadastral of Banteay Meanchey Province and the Malai District Administration. It took place at the Hun Sen Tuol Pongro Primary School on September 23, 2026, under the auspices of Mr. Chea Kraiyong, Deputy Governor of the Banteay Meanchey Provincial Administration. The 9,826 titles were allocated to residents hailing from Tuol Pongro Village, Banteay Ti 1 Village, Reasmei Mean Chey Village, Aphivath Village, Beng Chhuk Village, Ou Kes Village, and Beng 75 Techo Chhneah Chhneh Village, all within Tuol Pongro Commune. Additionally, residents from Sangkae Village, Phnom Rung Village, Chhrey Village, and Chambok Village, located in Beng Pheng Commune of Malai District, also received their certificates. During his address, Mr. Chea Kraiyong underscored the profound significance of this property ownership certificate distribution for the lives and futures of the citizens. He articulated that these ownership certificates are crucial legal documents that unequivocally affirm and guarantee the proprietary rights of the landowners. He further elaborated that these titles not only serve to alleviate anxieties related to land tenure but also act as a formal recognition and assurance of legitimate ownership rights, which are duly protected under the laws of the Kingdom of Cambodia. According to the Deputy Governor, the acquisition of land ownership certificates provides a sense of legal security to citizens' families, thereby equipping landowners with clear documentary evidence of their property rights. This, he noted, can significantly contribute to mitigating the risks of disputes and enhancing clarity in the utilization and transfer of immovable property. Mr. Chea Kraiyong further elaborated that the ownership certificates received by the citizens represent a tangible benefit that can be leveraged as a foundation for improving their livelihoods and family economies. He indicated that these legal documents can be used to apply for loans from financial institutions, under stipulated terms and legal procedures, to facilitate business expansion, boost income generation, and elevate the overall living standards of their families. Concurrently, he characterized the issuance of these ownership certificates to the populace as an integral component of policy implementation that prioritizes the welfare and interests of the citizens. This ensures that land occupation and usage are conducted with utmost clarity and in strict adherence to legal statutes. For the citizens who have received their ownership certificates, the acquisition of these legal documents signifies the end of a period of waiting and a degree of uncertainty concerning their land rights. They can now possess a greater sense of confidence in possessing, utilizing, and developing their properties for the benefit of their families. One of the recipients of the certificates expressed immense happiness, stating that receiving the ownership title has brought a greater sense of warmth and confidence to their family, as they now possess official documentation confirming that the land they occupy is legally recognized. This resident regards the ownership certificate as a valuable asset for the family and a cornerstone for continued livelihood development in the future. It is noteworthy that the distribution of these immovable property ownership certificates is scheduled to take place over a period of seven days, commencing from September 23 to September 29, 2026. Following the expiration of this designated period, the specialized officials from the Provincial Department of Land Management, Urban Planning, Construction, and Cadastral of Banteay Meanchey Province will continue to distribute the certificates to citizens who have not yet collected theirs at the department's premises during regular working hours, with no specified time limit.
