Nai Min Lwin / Irrawaddy Times July 30 The first draft of the Common Political Agreement of the Spring Revolution Forces has been approved and will be entrusted to the entire revolutionary force, and will be sent to forces including the Federal Democratic Union Steering Council (SCEF) for discussion, according to the National Unity Consultative Council (NUCC). The ceremony to approve the first draft of the Common Political Agreement of the Revolutionary Forces, which aims to end all forms of dictatorship and build a Federal Democratic Union, was held today, July 30. "We approved the first draft today. After that, we are entrusting this to the entire revolutionary force. Therefore, the SCEF can also use this by making necessary amendments and adjustments. We have opened it up and invited everyone," said U Toe Kyaw Hlaing, a member of the NUCC, to the Irrawaddy Times news agency. Furthermore, the first draft of the Common Political Agreement of the Revolutionary Forces, approved and released today, will be sent to each revolutionary force for their knowledge and study. The NUCC stated that since they have sent written requests to the SCEF twice, discussions for collaboration are likely to take place soon. It is known that this first draft was discussed and approved by the Committee Representing the Pyidaungsu Hluttaw (CRPH), NUCC, National Unity Government (NUG), Sagaing Federal Unit Parliament (SFUH) and Interim Government (SFUIG), Mandalay Regional Parliament (MRH), and Interim Governing Council (MIGC). According to U Toe Kyaw Hlaing, they have been working on drafting the agreement in three stages, taking over two years from 2024 until the end of June this year. During that period, the SCEF had not yet been formed, so they did not participate in the coordination and discussions of the work stages, but some members of the NUCC are currently part of the SCEF organization. The NUCC also stated that the first draft of the Common Political Agreement of the Revolutionary Forces is an important step towards unity among the revolutionary forces resisting the military junta's transitional government and towards building a Federal Democratic Union. Similarly, it is known that the Federal Democratic Union Steering Council (SCEF) was formed by members of the NUG, CRPH, NUCC, and the strong resistance alliance group "K3C," which includes the Kachin Independence Organization (KIO), Karen National Union (KNU), Karenni National Progressive Party (KNPP), and Chin National Front (CNF). Currently, the SCEF is holding discussions with the Spring Revolution Allied Forces (SRA), Sagaing and Magway Federal Units, the Mandalay Regional Government, Parliament, the Mon New Party (NMSP-AD for fighting military dictatorship), the Mon Federal Council (MSFC), and the Mon Regional Consultative Council (MSCC), among others. It is also known that the SCEF has held discussions with the Mon State Hluttaw Representative Committee (CRMH), the Pa-O National Federal Council (PNFC), the Pa-O National Liberation Organization/Pa-O National Liberation Army (PNLO/PNLA), the Arakan National Organization/Arakan Army (ULA/AA), and other revolutionary forces.
