Hanoi Bolsters Multi-Level Marketing Regulations to Protect Businesses and Consumers

Hanoi, Vietnam – On September 15th, the Hanoi Department of Industry and Trade, in collaboration with the National Competition Commission (under the Ministry of Industry and Trade), organized a training conference on legal knowledge for managing multi-level marketing (MLM) business operations. The event took place at Vietnam National University, Hanoi, and was attended by representatives from the Hanoi City Police, economic divisions of districts, and businesses operating in the MLM sector within the capital. The training program aims to strengthen state management of MLM activities. It also focuses on promptly updating and disseminating new legal provisions, particularly those stipulated in Government Decree No. 137/2026/ND-CP dated April 7, 2026, concerning the management of MLM business operations. During the conference, participants were updated on the significant contents of Decree No. 137/2026/ND-CP, with a focus on the context of its development, notable new points, and issues that local authorities need to consider during implementation. The session also included discussions on practical experiences in inspecting MLM businesses, linked with consumer protection efforts in Hanoi. Furthermore, it addressed difficulties and challenges encountered in the state's management of MLM operations at the local level. According to leaders from the Hanoi Department of Industry and Trade, the discussions held at the conference will contribute to enhancing the awareness and legal enforcement capabilities of local management officials. It will also support MLM businesses in fully complying with legal regulations, thereby fostering a transparent and healthy business environment and safeguarding the legitimate rights and interests of consumers. Earlier, the Hanoi Municipal People's Committee had authorized the Director of the Hanoi Department of Industry and Trade to perform state management duties related to MLM operations until December 31, 2027. In this capacity, the Director is responsible for receiving and confirming administrative procedures concerning the registration and termination of MLM sales activities within the city. This includes inspecting and supervising MLM operations and the activities of training institutions for MLM legal knowledge. The Director of the Department of Industry and Trade is also authorized to handle or report violations of MLM regulations to competent authorities, organize professional training for officials directly involved in state management of MLM, and disseminate legal information about MLM management to businesses and participants.
