New Deputy Minister Appointed to Vietnam's Ministry of Science and Technology

The Ministry of Science and Technology held a ceremony on September 14 to announce and present the Prime Minister's decision appointing Mr. Tran Trung Tinh as Deputy Minister. Mr. Tinh, 53, from Tay Ninh province, holds a doctorate in Electrical Engineering. He graduated from Can Tho University in 1997, obtained his Master's degree in 2004, and his doctorate from Gyeongsang National University in South Korea in 2007. In 2013, he was recognized with the title of Associate Professor in Electrical Engineering. Mr. Tinh began teaching at the Faculty of Technology, Can Tho University, in 1998. He subsequently held positions such as Head of Department, Vice Dean of the Faculty of Technology, and Vice President of the university. In December 2023, he was appointed President, and served as President of Can Tho University when the institution transitioned to a university model. Minister Vu Hai Quan stated at the appointment ceremony that the Ministry of Science and Technology has been strengthened by a leader with a scientific background, experience in university management, and a deep understanding of the practical realities of the Mekong Delta region. The Minister highlighted Mr. Tinh's years of dedication at Can Tho University, from teaching and research to leadership, and described his experience in managing ODA projects, international cooperation, and training and research for the Mekong Delta as "valuable practical assets" for connecting knowledge with life and management with results. Minister Quan urged Deputy Minister Tinh, along with the ministry's leadership team, to concretize and effectively implement Resolution 57, making science, technology, innovation, and digital transformation the drivers of a new development model. The newly appointed Deputy Minister will be responsible for training high-level human resources, particularly doctoral candidates for strategic technologies, and for innovating training content and methods to align with the needs of businesses and the labor market. Minister Quan also assigned Mr. Tinh the role of the Ministry's spokesperson, requesting him to proactively provide accurate, timely, and consistent information to foster social consensus. He will also be tasked with promoting science, technology, and innovation to support the sustainable development of the Mekong Delta region, focusing on pressing issues such as water security, saltwater intrusion, land subsidence, smart agriculture, deep processing, logistics, renewable energy, and the digital economy. "Every task must originate from practical needs, have a specific application, produce a final product, and be scalable," the Minister emphasized. Deputy Minister Tran Trung Tinh expressed that this appointment is "a great honor and, at the same time, a very heavy responsibility." He pledged to uphold moral qualities, honesty, unity, exert his utmost effort, and continuously learn and train to successfully complete all assigned tasks. Previously, on September 4, the Prime Minister signed a decision to appoint Mr. Tran Trung Tinh as Deputy Minister of Science and Technology. On September 9, the Government Party Committee issued a decision to appoint Mr. Tinh to the Executive Committee and Standing Committee of the Ministry of Science and Technology's Party Committee for the 2025-2030 term.
