A transaction is disallowed if it is deemed an 'illegal, irregular, unnecessary, excessive, extravagant, or unconscionable expenditure,' according to a COA circular. Specifically, the COA affirmed its notice of disallowance on the OVP’s P73.287 million in confidential expenses for 2022. This notice pertains to the OVP’s spending for rewards and the purchase of furniture and equipment made between December 21 to 31, 2022. Furthermore, the OVP’s P375 million in confidential expenses for 2023 were also disallowed due to a lack of sales invoices or official receipts, and insufficient documentation to prove the success of information-gathering or surveillance activities. These confidential funds are central to the impeachment proceedings against the Vice President, cited in Article I of the impeachment articles, which allege culpable violation of the Constitution, graft and corruption, and betrayal of public trust. Regarding the possibility that the post might refer to an 'unmodified opinion' issued by COA, the agency clarifies that such an opinion, while indicating that financial statements were prepared in accordance with its framework, does not equate to full compliance with laws or efficient use of funds.
