ASEAN Secretary-General to Address International Conference on Combating Online Scams in Phnom Penh

AKP Phnom Penh, September 21, 2026 — Secretary-General of ASEAN H.E. Dr. Kao Kim Hourn will deliver remarks at the High-Level Session of the International Conference on Combating Online Scams, to be held in Phnom Penh on Sept. 23-24, according to an ASEAN press release. The participation of the ASEAN Secretary-General is at the invitation of H.E. Vongsey Vissoth, Permanent Deputy Prime Minister, Minister in Charge of the Office of the Council of Ministers of the Kingdom of Cambodia, and Chairman of the Organising Committee for the International Conference on Combating Online Scams. The International Conference is hosted by the Royal Government of Cambodia, with the co-sponsorship of the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Centre (LMLECC), the United Nations Office on Drugs and Crime Regional Office for Southeast Asia and the Pacific (UNODC-ROSEAP), and the International Criminal Police Organisation (INTERPOL). The event will bring together ministerial-level and high-level government officials, along with other relevant stakeholders, to address the issue of online scams. Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, will preside over the Opening Ceremony of the International Conference. Secretary-General of ASEAN H.E.
