Vietnam to Formulate Strong Marine-Based Economic Centers

The Communist Party of Vietnam has outlined a national strategy to position the sea as a new growth space and a driver of economic development. A new resolution on the 'blue economy,' adopted at the 3rd plenum of the 14th Central Committee, designates the development of the maritime sector as a top priority. According to Nguyen Thanh Nghi, Chairman of the Central Policy and Strategy Commission, this resolution is based on the decision of the 14th Party Congress, which identifies the sea as a space for new growth poles, economic sectors, and development drivers. Moving forward, Vietnam will prioritize the development of maritime logistics, offshore renewable energy, marine mineral exploration and exploitation, coastal urban development, high-tech industries, marine biotechnology, and new blue economic sectors. To achieve these goals, the resolution stresses the need for a mindset renovation, improved public awareness of the sea, enhanced efficiency and effectiveness of national marine governance, institutional improvements, and innovation in marine spatial planning. Furthermore, environmental protection, marine ecosystem preservation, and strengthening international cooperation are also positioned as crucial elements for transforming Vietnam into a strong maritime nation. Under its one-party system, Vietnam has consistently prioritized economic growth. In recent years, amid geopolitical tensions and its relationship with China, the country has sought to diversify its economy and enhance its autonomy. The development of the marine economy is seen as a vital strategy to create new economic opportunities and safeguard national maritime interests in this context.
