Vietnam Shifts Focus to Law Enforcement Oversight, Government Urges National Assembly

The Vietnamese government has announced a policy to strengthen oversight of law enforcement. The government has proposed to the National Assembly that the focus of supervision be significantly shifted to the law enforcement phase. This is to address the delays in law enforcement, which are recognized as one of the biggest bottlenecks in Vietnam today. Particular priority will be given to supervising newly enacted laws and resolutions, areas where decentralization of authority has advanced, and policies that have a broad impact. This policy is thought to reflect the recognition that in order to maintain and accelerate economic growth under the one-party system of the Communist Party of Vietnam, it is essential not only to develop the legal system but also to enhance its effectiveness. Streamlining law enforcement is an issue directly linked to improving the investment environment and stabilizing people's lives. Furthermore, the government emphasized that "supervisory activities must be focused, and pursue responsibility and results to the end." This indicates a stance that demands supervision to lead to concrete outcomes, rather than remaining purely formal. This proposal was made as part of the preparatory work for the upcoming First Extraordinary Session of the 16th National Assembly. At this session, 31 important matters are scheduled to be deliberated and decided, and strengthening the oversight of law enforcement may become a central topic of discussion. Vietnam has achieved remarkable economic growth in recent years, but on the other hand, challenges in the operation of its legal system have also been pointed out. In particular, improving law enforcement capabilities is an urgent task to respond to social changes accompanying rapid economic development and the increasing complexity of international relations.
