Cambodia has introduced a streamlined process allowing internal migrants to apply for their first Khmer national identity cards or renew existing ones at the Phnom Penh Municipal Police Headquarters. Phnom Penh: Internal migrants, both male and female, can now visit the Phnom Penh Municipal Police Headquarters to apply for their first Khmer national identity card or renew its validity. This was announced by a police official from the Phnom Penh Municipal Police Headquarters on the afternoon of July 9, 2026. The official further stated that to enhance the efficiency of providing Khmer national identity card services to all internal migrants, the Phnom Penh Municipal Police Headquarters is informing all internal Cambodian migrants residing in the capital. They can apply for their first Khmer national identity card, or a replacement card in case of expiration, loss, or damage, at the Khmer National Identity Card Office of the Phnom Penh Municipal Police Headquarters, or at Aeon Mall 2, Aeon Mall 3, and the Directorate of Khmer National Identity Cards.
