ASEAN Ratifies Petroleum Security Framework, Bolstering Regional Cooperation

As ASEAN chair in 2026, the Philippines championed this initiative to bolster regional security and resilience.
President Ferdinand "Bongbong" Marcos Jr. announced that the Association of Southeast Asian Nations (ASEAN) has ratified a regional framework aimed at ensuring petroleum supplies among member states. In his fifth State of the Nation Address (SONA), Marcos revealed the ratification of the Framework Agreement on Petroleum Security. This agreement is designed to enhance the petroleum security of ASEAN member states, individually or collectively, and minimize exposure to emergency situations through the implementation of short, medium, and long-term measures. Marcos highlighted the Philippines' role as the chair of the 2026 ASEAN Summit, where it advocated for "greater solidarity and cooperation" among member states to alleviate the dire consequences of the US-Israel war on Iran. "Through a united ASEAN and its strong extended network, we have achieved greater security and resilience—as a region and as individual nations—more capable of withstanding disruptive events," he stated. Measures under this framework include the ASEAN Plus Three Emergency Rice Reserve System, which guarantees emergency rice supply in case of shortages in domestic production. Furthermore, the ASEAN Digital Economy Framework will accelerate the growth of the digital economy, enabling cross-border digital transactions and fostering fintech and digital banking solutions, particularly supporting financial inclusion for small enterprises. "Moved by our stark realizations, ASEAN must further strengthen the bonds of our regional cooperation, building on our sense of filiation and a heightened instinct for mutual assistance," the President said, concluding that "This is international ‘bayanihan’ for this part of the world."
