Infrastructure in this area is not yet complete, and some plots are currently used by residents for rice cultivation. A leader from the Toàn Lưu Village People's Committee stated that the plots are conveniently located near the village's administrative center. He added that the starting prices were determined by a consulting firm after months of market surveys in surrounding areas and across the province, and were approved by the government to prevent budget losses. According to an experienced real estate broker, land prices are influenced by various factors, including location, feng shui, and commercial potential. Given the currently sluggish real estate market in Hà Tĩnh, the starting prices for plots in Toàn Lưu Village, where infrastructure is still underdeveloped, are considered quite high compared to the general market. The auction is scheduled to be held on August 14th at the Toàn Lưu Village People's Committee hall. Registration for participation will close on August 11th. Participants must submit a deposit ranging from 929 million to over 1.6 billion VND for the respective lots. Bidding increments will range from 150 million to 265 million VND. Previously, in September 2025, Toàn Lưu Village experienced a land price surge after Hà Tĩnh Province announced plans for a nearly 200-hectare industrial park. Land prices in some areas increased by 30-40% within a week, attracting numerous investors and brokers. Local authorities at the time identified this as primarily speculative, "flipping" activity not driven by genuine demand. Authorities later fined a company over half a billion VND for creating a virtual project and spreading misleading information that disrupted the market, after which prices stabilized. Toàn Lưu Village has an area of 60.65 square kilometers and a population of 18,784 people, formed by the merger of Ngọc Sơn and Lưu Vĩnh Sơn communes. The area benefits from several inter-regional transport routes, serving as a gateway between the plains and the western midlands, favorable for agricultural, forestry, logistics, and household economic development.
