Cambodia's Anti-Scam Efforts Gain International Acclaim Ahead of Global Conference

PHNOM PENH, Sept 16, 2026 (KPT) – Prime Minister Hun Manet said Wednesday that Cambodia’s decision to host an international conference on combating online scams later this month reflects growing international recognition of the country’s campaign against the crime. Speaking at the inauguration of Luang Mae Hospital, Hun Manet acknowledged Cambodia had previously faced criticism over the presence of scam operations. He said the upcoming conference showed the international community was now recognising Cambodia’s efforts to dismantle networks and strengthen enforcement. Hun Manet said Cambodia would work with international partners to host the event, describing it as an important forum for countries to exchange views and coordinate strategies. “Cambodia is no longer only a country targeted by attacks. We are now becoming a platform for discussions on how to combat online scams,” he said. The prime minister reaffirmed his government’s commitment to eliminating scam operations, stressing there would be no negotiations with those involved. “To tackle this crime, there is no negotiation and no discussion. Those involved must face the law. This is the responsibility of the government,” he said. Hun Manet also warned officials at both national and provincial levels that they would be held accountable for enforcement. “All relevant officials, including provincial officials, must take action against this crime. If you do not tackle it, you will have to leave office,” he said. He noted that previous crackdowns had already resulted in the removal of officials found complicit in scam activities. The International Conference on Combating Online Scams, under the theme “Acting Together towards Breaking the Chain and Eradication of Online Scams,” is scheduled for September 23‑24 in Phnom Penh. The event will bring together governments, international organisations, law enforcement agencies, financial institutions, technology companies, academics and other stakeholders. Participants are expected to exchange experiences, share best practices and discuss ways to strengthen international cooperation against the growing threat of online scams. Hun Manet said the measures would continue until Cambodia was free of scam operations, framing the conference as both recognition of progress and a platform for deeper global collaboration.
