Cambodia and China Sign MoU to Boost Green Skills and Labor Market Development

Cambodia and China have signed a Memorandum of Understanding (MoU) aimed at strengthening and expanding cooperation in green skills development and labor market integration, in response to future industrial and labor demands. This agreement reaffirms the robust partnership between the two nations. On the afternoon of September 24, 2026, during the "World Skills Forum 2026" held in Shanghai, China, Cambodian Minister of Labour and Vocational Training, H.E. Heng Sour, met with Chinese Minister of Human Resources and Social Security, H.E. Wang Xiaoping. H.E. Heng Sour expressed his delight at being invited to participate and deliver a speech at the forum, and conveyed his gratitude for the warm hospitality extended by the Chinese government and H.E. Wang Xiaoping. He also congratulated China on successfully hosting the magnificent event. H.E. Heng Sour lauded China's continuous support for Cambodia, particularly in skills development, including the provision of the "China National Occupational Standards Package," which covers 16 key vocational fields. He welcomed the signing of the MoU, emphasizing Cambodia's intention to transform this cooperation framework into practical implementation for the mutual benefit of both parties. He noted that this marks another new chapter in the close and deeper cooperation between the two ministries. The Minister observed that China places significant importance on developing current and future skills, demonstrating a far-sighted vision that other countries, including Cambodia, can learn from to address their respective gaps. He and H.E. Wang Xiaoping subsequently signed the MoU on "Cooperation in the Field of Labour and Vocational Training." This signifies a joint commitment to enhance policies and practices in labor and vocational training, strengthen capacities, bolster green skills development, and support the digital modernization of the Technical and Vocational Education and Training (TVET) system. Both parties will encourage relevant institutions and stakeholders to participate in implementing the agreed-upon activities and facilitate regular coordination to ensure the effective execution of this MoU framework. At the conclusion of the meeting, H.E. Heng Sour extended an invitation to H.E. Wang Xiaoping to visit the Kingdom of Cambodia in the near future.
