■ Question raised in parliament on vehicle document issues for displaced persons and for providing prompt services ■ Bago Region Hluttaw Chairman advises attention to wording in questions During the third day of the third regular session of the third Bago Region Hluttaw, held on September 24, U Win Naing, the Region Hluttaw representative for constituency No. (1) of Kyaukkyi Township, asked, "I would like to know what leniency measures will be provided for issues such as damage/loss and expiration of documents for licensed motor vehicles and motorcycles owned by displaced persons and those in conflict-affected areas." Following the question and answer session, it was reported that the Chairman of the Bago Region Hluttaw advised paying attention to the wording used in questions. In Kyaukkyi Township, due to armed conflicts in the region, homes were burned and destroyed, forcing residents to flee. Consequently, vehicle registration books, license books, and vehicle tax records were lost. Furthermore, due to security and transportation difficulties, residents were unable to visit the relevant Road Transport Administration Department (Kanyana) offices to renew their documents in a timely manner, resulting in the expiration of their vehicle and motorcycle registrations. It was reported that a question was raised in the Hluttaw asking how leniency measures would be provided for the loss, damage, and expiration of vehicle documents for such displaced persons, and how services could be made easily and promptly accessible. In response to this question, Union Minister for Electricity, Energy, Industry, and Road Transport, U Kyaw Htway, stated that vehicle and motorcycle registration, renewal, and duplicate issuance services in Bago Region are being processed not only at the Bago Region office but also at the Kanyana offices in Taungoo, Pyay, and Thayarwady districts. He explained that if a vehicle registration book is lost, an application must be submitted along with the vehicle and a police report. After verification, it will be advertised in a newspaper for 30 days, and a duplicate will be issued only if there are no objections. If a vehicle registration certificate is lost, a duplicate can also be applied for with proof of reporting to the traffic police. Regarding fines for expired registrations, he stated that currently, a fine of K5,000 per year is set for small vehicles and K10,000 for large vehicles, and there are no plans for fine exemptions or further leniency at this time. However, he further stated that motorcycles, tricycles, and trailers are being renewed with exemptions from vehicle inspections, and that the renewal of vehicle and driver's licenses can be carried out by an agent without the owner needing to be present in person. He also added that when road transportation improves, mobile one-stop services will be provided in Kyaukkyi Township. Following the question and answer session, Chairman of the Bago Region Hluttaw, U Aung Kyaw Oo, advised, "Although the question is a good one, asked out of necessity, I would like to urge attention to the wording used within the Hluttaw." Regarding the terms "displaced persons" and "conflict-affected" used in the question and response, the Chairman stated that as the Hluttaw is an organization operating within a legal framework, it should use only the official terminology of organizations established according to relevant laws. He advised that although these terms may be used casually outside, the domestic situation and interpretations are sensitive, and therefore, in the future, more appropriate words that align with the Hluttaw's framework should be used.
