He suggested the 'Devil Minister' moniker might be influenced by movie trends and refuted the notion that he intended to alter the terms of reference (TOR) for the frigate procurement. He explained that the procurement of frigates is based on the Royal Thai Navy's actual requirements and is not solely determined by the TOR. Gen. Adison emphasized that a 'Moral Committee' is always established before the TOR is drafted to oversee every step of the process. Furthermore, the Defense Minister asserted that it is impossible to change the TOR, NATO standards, or the basic design of weapon systems, as the acquired frigates must be able to operate jointly with existing naval assets and participate in other training exercises. 'If we receive a frigate that cannot operate jointly with other forces or existing warships, or participate in other training, frankly, I am not that wicked,' Gen.
