Cambodia: Public Administration Reform is Core of Efficient Governance, Prime Minister Emphasizes

Addressing the ASEAN Public Service Ministers Meeting, he highlighted public administration reform as one of Cambodia's five key reform areas, stressing its crucial role in achieving the nation's 2050 vision.
Cambodian Prime Minister Hun Manet stated that public administration reform is the core of efficient governance. Addressing the ASEAN Public Service Ministers Meeting (23rd) and the ASEAN+3 Public Service Ministers Meeting (8th) held in Siem Reap on July 5, 2026, under the theme 'Innovation for Better Public Service Delivery,' the Prime Minister highlighted that public administration reform is one of the five key reform areas in Cambodia. The other four reform areas mentioned by the Prime Minister include public financial management reform, decentralization and deconcentration reform, judicial system reform, and legal system reform. He pointed out that all these areas are extremely important for achieving Cambodia's national vision for 2050. Prime Minister Hun Manet specifically mentioned that these reforms have brought about remarkable progress through enhancing the quality of civil servants, strengthening institutional capacity and professional standards, and building a more effective performance-based incentive system. He also emphasized that public administration reform in Cambodia is positioned within the country's historical journey of nation-building and peace consolidation.
