Cambodia-US Cooperation Fuels Surge in Arrests, Extraditions Across Asia: FBI Official

A senior official from the U.S. Federal Bureau of Investigation (FBI) has stated that enhanced cooperation between Cambodia and the United States, along with broader international partnerships, has significantly driven an increase in arrests and extraditions across Asia. This development comes as nations intensify their efforts to combat cross-border online fraud networks. Speaking at the "International Conference on Combating Technology-Based Fraud" held in Phnom Penh, FBI Executive Assistant Director Stephen Flores remarked that crime knows no borders and necessitates partnerships built on trust and shared responsibility. He emphasized that these partnerships must transcend professional relationships and be founded on mutual trust and dedication. Flores affirmed that cooperation among law enforcement institutions is yielding measurable results. Over the past 18 months, the FBI has apprehended 6 out of its 10 priority foreign fugitives. During this period, extraditions have risen by 62%, and transfers of custody from foreign countries have increased by 54%. Specifically within Asia, arrests have surged by 175%, and extraditions by 200%. He underscored that these outcomes are contingent upon cooperation with host nations, as the FBI cannot operate independently abroad. "Even though television may show that we can do anything, the FBI cannot go anywhere and operate without the cooperation of the host country," Flores said, adding a touch of humor. Flores further explained that improved cooperation is enabling law enforcement agencies to bring perpetrators to justice, recover funds lost to fraud, and dismantle fraud centers. The primary objective of these efforts, he stressed, is to protect victims, including their families and communities affected by fraud. "It is about providing answers to families for the questions they have and returning the money they lost to fraud," he stated. The two-day conference, hosted by Cambodia under the theme "Together Towards Severing the Chain and Ending Technology-Based Fraud," brought together governments, law enforcement agencies, international organizations, and various stakeholders. Flores concluded by noting that the achievements demonstrate the shared responsibility of countries and institutions worldwide to protect innocent citizens from crime and bring offenders to justice.
