Cambodia Distributes Land Titles in Prey Veng, Promoting Citizen Rights and Economic Development

Deputy Prime Minister Say Sam Al, Minister of Land Management, Urban Planning and Construction, along with Minister of Social Affairs, Veterans and Youth Rehabilitation, Chea Somethy, on July 31, 2026, presided over the distribution of land ownership certificates to citizens in Kamchay Mear district, Prey Veng province, at the Wat Choteivanth (Wat Chae) pagoda in Chae commune. The ceremony was attended by Prey Veng Provincial Governor Suon Somalin, Provincial Council member Chan Det, representing His Excellency Sbaong Sarath, along with a delegation and many relevant officials. During the event, Deputy Prime Minister Say Sam Al emphasized that obtaining a land ownership certificate is an absolute guarantee of legal rights for possession, use, and benefit from land, which helps reduce poverty and increases confidence in investing in family economic development. The Deputy Prime Minister expressed his gratitude to the Prey Veng Provincial Administration, civil servants, armed forces, provincial departments, local authorities, and all citizens who participated in completing the land registration campaign, leading to the issuance of land ownership certificates today. He further stated that going forward, focus will shift to finalizing the clear demarcation of administrative boundaries for villages, communes, districts, and provinces. He urged citizens to concentrate on agricultural production, animal husbandry, livelihood activities, increasing income, and participating in the beautification of cities and populated areas, public gardens, and spaces to maintain national prestige. Deputy Prime Minister Say Sam Al advised citizens to utilize their land ownership certificates effectively and efficiently, and to continue to protect peace and solidarity in their localities to promote further development of villages and communes. According to a report from Eng Phenan, Director of the Department of Land Management, Urban Planning, Construction and Cadastral Survey of Prey Veng province, as of July 23, 2026, the total number of land parcels estimated for the province was 1,268,845, of which 1,268,845 parcels (100%) have been surveyed. Specifically in Kamchay Mear district, comprising 8 communes and 129 villages, systematic land registration has been implemented since 2009 until July 27, 2026. The total number of estimated land parcels registered is 113,486, all of which have been surveyed, data processed for adjudication, entered into the system, and drawn. Out of these, 106,599 parcels have had their data posted for public notice. A total of 89,576 certificates have been issued, with 84,094 certificates distributed. There are 5,482 remaining certificates, including 2,348 for owners who have not yet claimed them (gifts from the state), 142 for sold/purchased land, and 2,992 for zero-tax certificates (gifts). Villages where registration and issuance have been completed number 104, with 5 communes (73 villages) fully completed. These include Sangphang, Trabeak, Chhunkong, Smong Cheung, and Smong Tbong communes. Villages with unposted data are 8, including Boeung Prous, Anhchanh, Prey Tres, Trapaing Chhulk, Tuol Sangke Tottung, Phoun Khang Lech, Koh Tareth, and Phoun Khang Khang. Prey Veng province has the largest number of land parcels in Cambodia.
