Vietnam Cultivates Healthy, Safe Digital Culture, Promotes Positive Values

Vietnam is intensifying efforts to build a healthy and safe "digital culture" and spread positive values in its rapidly expanding online environment. The Ministry of Culture, Sports and Tourism has recently introduced the Code of Conduct for Cultural Behaviour in the Digital Environment. This code serves as a guideline for how organizations and individuals should behave on online platforms, aiming to enhance their sense of responsibility and foster the development of positive values in the digital space. While the internet is filled with beneficial information, issues such as misinformation, harmful content, and inappropriate behavior have become increasingly serious, necessitating a concrete framework to address them. This initiative is also aligned with the digitalization strategy promoted by the Communist Party of Vietnam. The country prioritizes the utilization of digital technology as a driving force for economic growth. The Ministry of Information and Communications (MIC) has also announced its policy to accelerate digital transformation and build a modern information ecosystem. This aims to permeate digital technology into all aspects of national life and bridge the digital divide. Furthermore, efforts are being made to change mindsets to bridge the digital divide in ethnic minority areas. In regions and areas with ethnic minorities where information disparity has been a challenge, improvements in digital technology access and literacy are expected to expand equal access to information and opportunities for social participation. The Vietnamese government views the digital space not just as a platform for information exchange but also as a place to cultivate citizens' moral consciousness and cultural awareness, and the introduction of this code of conduct is a concrete step in that direction.
