Vietnam Pushes Nam Van Phong Petrochemical Complex to Bolster Energy Security

KN Energies (Lithuania) and INDEL Group have submitted a joint letter to the Ministry of Industry and Trade, the Ministry of Construction, and the People's Committee of Khanh Hoa province, requesting early investment approval for the Nam Van Phong Petrochemical Complex project (including liquefied natural gas (LNG) storage facilities) planned for Vietnam's central Khanh Hoa province. This project is positioned as an essential element in ensuring Vietnam's national energy security. It is expected to promote the development of LNG thermal power in Vietnam, establish a stable LNG supply system, and serve as a regional oil and gas reserve base. The total investment for the project is estimated to be around 17 trillion VND (approximately 100 billion JPY), with construction tentatively scheduled to commence around May 19th, the birth anniversary of President Ho Chi Minh. The complex is anticipated not only to be a crucial "piece" in Vietnam's energy supply network but also to contribute to enhancing the nation's energy self-sufficiency by fully leveraging the geographical advantages of Van Phong Bay. To facilitate the project's realization, KN Energies and INDEL Group propose the introduction of special mechanisms for LNG thermal power projects. This aims to ensure energy security and pave the way for attracting international capital. Vietnam faces increasing energy demand due to economic growth, making diversification and stable supply of energy sources an urgent issue. This project can be seen as part of Vietnam's state-led development strategy under its one-party system, aiming to balance energy infrastructure enhancement with economic growth. Furthermore, enhancing energy independence is of significant importance in Vietnam's diplomatic and security strategy, particularly amidst its complex relationship with China.
