Cambodia Cracks Down on Online Gambling: Provincial Authorities Order Casinos to Cease Operations

Kandal Provincial Governor Kuoch Chamroeun on the afternoon of September 3, 2026, led a meeting to issue direct orders and guidance to representatives of five casino companies located in Leuk Daek district and Sampov Pun city, mandating the cessation of all online betting activities. The meeting was held at the Kandal Provincial Hall and was attended by provincial deputy governors, relevant ministries and departments, security forces, local authorities from Leuk Daek district and Sampov Pun city, as well as the owners and representatives of the five casinos. During the occasion, Governor Kuoch Chamroeun emphasized that the eradication and suppression of all illegal gambling offenses, particularly online betting, are sources of severe negative impacts on security, social order, and the livelihoods of the people. To ensure effective implementation, he set a deadline of September 30, 2026. From October 1, 2026, onwards, competent authorities will conduct direct inspections and implement legal measures at these casino locations without exception or leniency. All casinos in the province must comply with this timeline without exception. Casinos will only be permitted to serve customers who are physically present at their premises. Governor Kuoch Chamroeun also appealed to the authorities of Leuk Daek district and Sampov Pun city, as well as security forces at all levels, to continue monitoring, investigating, and staying informed to ensure that after the end of September, Kandal province becomes a model province free from online betting activities.
