Cambodia Pushes Economic-Social Reforms Amid External Pressures, PM's Leadership Highlighted

Deputy Prime Minister Ly Thuch, who also serves as the First Vice Chairman of the Mine and Hazardous Remnants of War Authority and Chairman of the National Committee for Cambodia Mine Action, stated that Prime Minister Hun Manet has maintained national stability and continued to drive economic-social reforms according to the Pentagonal Strategy, despite facing crises and external pressures over the past year. Speaking at a policy discussion forum on 'Economic-Social Prosperity During the Transition to an Environmentally Sustainable Economy in Cambodia' on September 23, 2026, Ly Thuch noted that even amidst global uncertainty, rising energy prices, and external challenges, the Prime Minister remains committed to stability and development, enhancing the resilience of the economy and society. He elaborated that maintaining stability encompasses not only general stability but also strengthening macroeconomic stability, supporting economic growth, and boosting the competitiveness of the productive and industrial sectors. Ly Thuch also highlighted the importance of improving energy efficiency, which he believes will bolster macroeconomic stability, support growth, enhance industrial competitiveness, and reduce the financial burden on citizens. Quoting, "The cheapest energy is the energy we don't have to buy," he mentioned the government's target to reduce total energy consumption by at least 19% by 2030, urging collective action across factories, buildings, transportation, and households to translate policy into practice. The Deputy Prime Minister emphasized Cambodia's past experience in rebuilding from difficult starting points, relying on realism, learning from partners, and prioritizing citizens in decision-making. He stressed that partnerships remain crucial, as the transition to a sustainable economy cannot be achieved by any single nation.
