Vietnam Issues Guidelines for Commemorating Major Holidays and Historical Events 2026-2030

The Central Propaganda Department of the Communist Party of Vietnam has issued guidelines (Document No. 08-HD/BTGTW) for organizing commemorations of the country's major holidays and significant historical events for the period 2026-2030. These guidelines are based on relevant directives from the Party Central Committee's Politburo and government decrees. The directive's objective is to unify leadership and organization in commemorating these events, widely disseminating the nation's historical and cultural traditions and revolutionary spirit. It aims to deepen political ideology and revolutionary ethics education, instill the moral principle of "drinking water, remember the source," and foster deep gratitude towards the ancestors and individuals who contributed to nation-building and defense. It also seeks to strongly awaken patriotism, revolutionary heroism, autonomy, confidence, self-reliance, national pride, and the aspiration to contribute to building a prosperous, civilized, and affluent nation. Through commemorative activities, the aim is to consolidate and strengthen the confidence of cadres, Party members, and the entire population in the revolutionary path chosen by the Party, President Ho Chi Minh, and the people, fostering unity in understanding and action. This is intended to inspire and encourage the entire Party, population, and army to exercise initiative, seize opportunities, overcome difficulties and challenges, promote patriotic emulation movements, and resolutely achieve the goals and development directions outlined in the Party's 14th National Congress resolutions. The Central Propaganda Department requires that commemorative activities be conducted with content and forms suitable to the scale, nature, significance, and actual conditions of each event, ensuring a balance of innovation and tradition. Activities should be solemn, practical, effective, economical, and in-depth, targeting diverse audiences. Emphasis is placed on leveraging technology and digital transformation to provide opportunities for the public, especially the youth, to actively participate in, interact with, and disseminate historical and cultural values. These activities are to be linked with the promotion of the 14th National Congress resolutions, strategic resolutions, Party policies, state laws, and the tasks of socio-economic development and improving people's lives. Organizationally, clear responsibilities and divisions of authority are to be assigned to each department, ministry, and local government to avoid overlap. The role and responsibility of heads of agencies are to be emphasized, avoiding ostentatious, formalistic, or wasteful activities, and aiming to create broad impact and long-term value from the commemorations. Detailed guidelines are provided for the scale of commemorations and key activities from the central to local levels for the period 2026-2030 and for each specific year. A Central Steering Committee for Commemorating National Major Holidays and Historical Events for the 2026-2030 period will be established at the central level. The Standing Secretary of the Central Committee will serve as Chairman, the Head of the Central Propaganda Department as Standing Vice Chairman, and a Deputy Prime Minister as Vice Chairman. The committee will comprise representatives from various ministries, central agencies, and local authorities. The Central Propaganda Department will act as the standing office for this committee. At the local level, provincial Party committees and Party committees directly under the Central Committee will establish steering and organizing committees to guide and supervise commemorative activities in accordance with central directives. Relevant ministries, central agencies, and local governments tasked with organizing commemorations are to proactively coordinate with the Central Propaganda Department and related agencies to develop comprehensive plans for each event, based on the Politburo's Conclusion No. 91-KL/TW and these guidelines. For key activities, specific implementation plans are to be developed. Provincial and municipal Party committees and Party committees directly under the Central Committee are to lead and direct the strict implementation of Conclusion No. 91-KL/TW and these guidelines, adapting them to local conditions. They are to closely monitor this task, considering it a significant political duty for the Party committees. Ministries, central agencies, and local governments responsible for organizing commemorative activities are to proactively lead, direct, and prepare comprehensively from early on, ensuring synchronized work and organizational conditions. Clear divisions of labor and authority are to be established, specifying lead and coordinating agencies and their respective responsibilities, enhancing coordination in implementation. The proactive role of leadership is to be emphasized. Budgets and resources are to be managed tightly, economically, and effectively, prioritizing key tasks and truly necessary, meaningful, and effective activities. Special attention is to be paid to conditions serving the public and ensuring absolute security and safety for all commemorative activities.
