Cambodia Places Public Administration Reform at Core of Governance Efficiency, PM Hun Manet Affirms

Prime Minister Samdech Moha Borvor Thipadei Hun Manet on Wednesday reaffirmed that public administration reform is at the core of effective governance in Cambodia and a key driver of the country's long-term development. Speaking at the opening of the 23rd ASEAN Cooperation on Civil Service Matters (ACCSM) and the 8th ACCSM+3 Ministerial Meeting in Siem Reap, the Prime Minister said public administration reform is one of Cambodia's five major cross-cutting reforms. The other four reforms include public financial management, democratic development at the sub-national level​ (decentralisation and deconcentration), legal reform, and judicial reform, he said, adding that together they are essential to achieving Cambodia's Vision 2050. The Prime Minister noted that these reforms have produced tangible progress by improving the quality of civil service recruitment, strengthening institutional performance and professional standards, and establishing a more effective performance-based incentive system. He added that Cambodia's public administration reform has been shaped by the country's unique historical journey of national reconstruction, peacebuilding and state-building. This reform is expected to enhance Cambodia's governance capacity, improve public service delivery, and foster sustainable economic growth. It also has the potential to contribute to the overall administrative capacity enhancement of the ASEAN region within the framework of cooperation among ASEAN countries.
