DILG Secretary Remulla Proposes Curbs on Children's Social Media Use, Violent Websites

Following the tragic shooting incident at Banga National High School in South Cotabato, Interior and Local Government Secretary Jonvic Remulla is advocating for stricter regulations on minors' social media usage and their access to extremist online content. In a press conference, Remulla announced his intention to ask Congress to consider measures that would limit social media use for children aged 16 and below. He also proposed the total abolition of access within the Philippines to websites promoting nihilism and violence. Furthermore, he is seeking to enhance the Philippine National Police's (PNP) authority to inspect the safety of firearms, both legal and loose, in homes, with prior notice but without the need for a warrant. These proposals come in the wake of investigations suggesting that the student, identified as the shooter, had been influenced by online groups and websites promoting satanism, fascism, nihilism, anti-LGBTQ+ views, and hate speech. Authorities noted that the suspect came from a stable family, had friends and a relationship, and aspired to become a doctor. He was reportedly not known to be a bully or a victim of bullying. However, information recovered from the student's phone revealed his exposure to online groups and content that allegedly influenced his thinking and behavior. The Philippine National Police (PNP) is continuing its investigation to determine who or what influenced the student and how he accessed the online content. The incident occurred on September 18, resulting in the deaths of three students and injuries to eight others inside the Banga school. The Cybercrime Investigation and Coordinating Center (CICC) has urged IT communities to come forward and assist the government amid the recent school violence incident in South Cotabato, which has been linked to the dark web. In the Philippines, internet penetration among the youth is very high, with social media serving as a primary channel for information and communication. However, concerns are growing regarding the impact of exposure to online misinformation and extremist ideologies. The DILG Secretary's proposals are thus being closely watched as potential responses to these societal challenges.
