Banteay Meanchey Governor Emphasizes Constitutional Respect as Cornerstone of Rule of Law and Society

O Rethy, Governor of Banteay Meanchey Province, on September 22, 2026, emphasized the significance of respecting and defending the Constitution of the Kingdom of Cambodia. He stated that honoring the Constitution means upholding the principles of the rule of law and forms the foundation for state institutions and citizens to fulfill their roles and responsibilities within society. Governor O Rethy made these remarks during the second ceremony to lay lotus flowers in honor of the Constitution of the Kingdom of Cambodia, commemorating the 33rd anniversary of "Constitution Day." The event was held at the main conference hall of the provincial hall, presided over by H.E. Plek Varry, Chairman of the Provincial Council, and H.E. O Rethy, Governor of Banteay Meanchey Province. During the occasion, Governor O Rethy highlighted that the Constitution is the supreme law of the Kingdom of Cambodia, defining the fundamental principles for the organization and functioning of the state, as well as guaranteeing the rights and freedoms of citizens. Therefore, participating in honoring the Constitution is not merely a traditional commemoration but a demonstration of respect for the law and a shared responsibility in preserving the principles of the rule of law. The governor further stated that civil servants and relevant officials at all levels must continue to use the Constitution and laws as the basis for their work, adhering strictly to discipline, ethics, professionalism, and accountability to the citizens. Performing duties legally and responsibly will contribute to strengthening public administration and improving the efficiency of public service delivery to the people. Concurrently, Governor O Rethy encouraged youth and citizens to continue studying and understanding the Constitution, their rights, and their obligations, and to actively participate in respecting and strictly implementing the law to build a society that is legally aware, orderly, and responsible. The governor also affirmed the importance of joint efforts by all parties to maintain peace, stability, public order, and local development, by adhering to the laws and principles enshrined in the Constitution. The understanding and respect for the law by the citizens is a crucial factor in ensuring that social development proceeds in an orderly and sustainable manner. This second ceremony of laying lotus flowers to honor the Constitution also served as an occasion to demonstrate the spirit of respecting the Constitution and the participation of institutions, units, civil servants, and youth in Banteay Meanchey Province in commemorating the value and importance of the nation's supreme law.
