Vietnam to Enhance Cooperation with Russia in Science, Education

Vietnam is charting new directions to bolster cooperation with Russia in science and education. The nation aims to leverage Russia's extensive experience, particularly in rapidly advancing fields like quantum technology, to significantly accelerate its workforce development and build endogenous capabilities. During recent high-level engagements, leaders from Vietnam and Russia held in-depth discussions on the current status and future prospects of their Comprehensive Strategic Partnership. Both sides agreed on measures to further advance bilateral ties, recognizing science-technology, innovation, and digital transformation as crucial new drivers for their partnership in the current development era. This strategic focus was underscored during the talks between General Secretary of the Communist Party of Vietnam Central Committee and President To Lam and Russian President Vladimir Putin. President Putin lauded General Secretary and President Lam as a "respected and visionary political figure and a true patriot who has chosen the path of devoted service to the Fatherland and the protection of national interests." Concrete measures to enhance cooperation were clarified across a broad spectrum of fields, including political and diplomatic affairs, defense and security, economy and trade, fuel and energy, transport, industry, agriculture, science-technology, education-training, health care, and people-to-people exchanges. Vietnam's commitment to international cooperation in science and education extends beyond Russia. Relations with Mongolia have seen substantial progress, particularly since the establishment of a Comprehensive Partnership during General Secretary and President To Lam’s visit in September 2024. Vietnamese National Assembly President Tran Thanh Man expressed readiness to remove institutional barriers to facilitate economic and trade cooperation with Mongolia, proposing the Mongolia-Vietnam Parliamentary Friendship Group as a key bridge for cooperation. Furthermore, Vietnam's relationship with France, rooted in history, has been strengthened through sincere dialogue, mutual respect, and forward-looking cooperation in areas such as economy, higher education, culture, and people-to-people exchanges. President To Lam's visit to France reaffirmed the importance of nurturing the Vietnam-France Comprehensive Strategic Partnership on foundations of mutual trust, respect for each country’s identity, and a shared responsibility to promote dialogue between Southeast Asia and Europe. Vietnam also actively participates in international frameworks like BRICS. The Vietnamese Ambassador to India noted Vietnam's consistent high-level participation in BRICS activities since becoming a partner country in June 2025, highlighting the importance Vietnam attaches to this cooperation mechanism. These international collaborations are integral to Vietnam's strategy to accelerate economic growth and transition towards an innovation-driven economy. Enhanced international cooperation in science and technology is expected to play a pivotal role in Vietnam's long-term development trajectory.
