Vietnamese Leader Concludes Russia Visit, Strengthens Ties with Putin

General Secretary of the Communist Party of Vietnam Central Committee and President To Lam attended an official welcome ceremony chaired by Russian President Vladimir Putin at the St. George’s Hall in the Kremlin, Moscow, on the afternoon of September 9 (local time). General Secretary and President To Lam was accompanied by his spouse and a high-ranking Vietnamese delegation. The visit by General Secretary and President To Lam aimed to confirm the strengthening of cooperation between the two countries in a new phase. During the talks, it was revealed that Vietnam and Russia have developed a cooperation roadmap in the field of quantum technology. This indicates the willingness of both countries to advance cooperation in advanced technology sectors. Furthermore, the two countries issued a "Joint Statement on Further Strengthening Ties in a New Period." This statement demonstrates Vietnam's emphasis on its strategic partnership with Russia, while maintaining its socialist system and pursuing economic growth. Although Vietnam also values its relationship with China, strengthening ties with Russia can be seen as an attempt to diversify Vietnam's diplomatic positioning in the region. General Secretary and President To Lam successfully concluded his stay in Russia and returned to Vietnam. This visit once again highlighted Vietnam's pursuit of its own diplomatic path in the international arena and its strategic management of relations with major powers.
