Cambodia to Implement Strict Measures to Support SMEs, PM Directs Streamlined Procedures

Cambodian Prime Minister Hun Manet has announced the government's intention to implement decisive measures to resolve key issues faced by Small and Medium Enterprises (SMEs). During a plenary cabinet meeting on July 24, 2026, the Prime Minister stated that for the economy to prosper, self-strengthening is essential, and two reforms will be undertaken. The first involves reforming the Council for the Development of Cambodia (CDC) by evaluating, reorganizing, and amending its laws. The second is to enhance the CDC's efficiency and operational capacity. The goal is to move away from a system where individuals carry documents to various institutions, towards one where documents are automatically routed to the relevant institutions online or through other means, ensuring inter-agency connectivity. Procedures for establishing SMEs will be simplified to facilitate smoother collaboration among all relevant institutions. Amidst border closures with Thailand, the Prime Minister urged increased domestic production. Consequently, he emphasized the need for easier and faster procedures for registering and establishing SMEs. Describing his commitment to addressing SME issues as "rolling up his sleeves," he stressed the urgency of resolving these matters to ensure mutual benefits and build confidence. He also indicated plans to establish a coordinating unit under or affiliated with the CDC to facilitate SME support. A press release on the cabinet meeting outcomes further detailed that the Prime Minister instructed relevant ministries and institutions to rigorously implement reforms concerning SMEs. This includes ensuring that registration processes are swift and do not require entrepreneurs to seek permits from multiple ministries, as was previously the case. Ministries and institutions are to collaborate in simplifying all procedures for applicants and effectively combat counterfeit products to protect their interests.
