Ninh Binh Proposes $11.5 Trillion Dong Expressway Project

The Ninh Binh Provincial People's Committee has proposed to Prime Minister Nguyen Xuan Phuc to consider the investment project for the CT11 expressway, specifically the Liem Tuyen - Dong A section, which is 25 km long and is estimated to cost VND 11.5 trillion. According to the proposal, the project's first phase will begin at the Liem Tuyen intersection, connecting to the Cau Gie - Ninh Binh expressway in Liem Tuyen ward, Ninh Binh province. The endpoint will be at the intersection with National Highway 10 in Dong A ward. The route, measuring 25.1 km, will be built to full 4-lane expressway standards, with emergency stopping lanes on both sides. The project also includes parallel roads and service roads on both sides. The estimated investment capital will come from the central budget, with implementation planned between 2026 and 2030. The Ninh Binh Provincial People's Committee also proposed that the province be assigned as the managing agency for the project. According to the Road Network Planning for the period 2021-2030, with a vision towards 2050, the Phuc Ly (Ha Nam) - Nam Dinh expressway, about 50 km long, will have full 4-lane standards. The section from Phuc Ly to Nam Dinh city, approximately 25 km, corresponds to the current section from Liem Tuyen ward to Dong A ward in Ninh Binh province, and is oriented for investment before 2030. Upon completion, the expressway will gradually perfect the province's transportation network, enhancing connectivity with the southern region of the Red River Delta, the capital Hanoi, and northern provinces. The project is also expected to improve transport capacity and goods circulation, connecting the Ninh Co economic zone, key industrial parks, and logistics centers associated with the province's growth poles with major economic centers in the region.
