Cambodia Revokes Casino License Over Online Scam Involvement

The Secretariat General of the Cambodian Commercial Gambling Management Committee (GDC) has officially revoked the operating license of 'Casino Khom' (CASINO KCHOM), located in Kampot province. This decision was based on solid evidence that the casino was involved in online scams (ONLINE SCAMS) and other illegal activities. The casino held license number 062, issued on July 28, 2022, by ZHOU CHENG K.P HOTEL CO., LTD. The revocation follows a suspension of the license that lasted for over four months. Reports indicate that around 2025, authorities launched an investigation following information that criminal activities, disguised as fraudulent investment schemes, were being conducted from the 'Casino Khom' premises. The investigation revealed that within the casino's building, illegal recruitment and exploitation of workers for the purpose of online scams and other offenses were taking place. Based on these findings, the prosecutor's office has charged the casino owner and their accomplices with illegal recruitment for exploitation, aggravated fraud, and money laundering. The court is currently investigating further information related to the individuals involved. The GDC Secretariat General has reiterated its warning to all commercial gambling proprietors and operators to conduct their businesses in accordance with current laws and regulations, and to strictly avoid any involvement in online scams and other illegal activities. This action is in line with Government Order No. 01 BB, dated July 14, 2025, on the campaign to eradicate online scams, signaling the authorities' commitment to taking strict legal action without exception.
