Vietnam's National Assembly Convenes for Crucial Legislative Session

Vietnam's National Assembly convened for its first extraordinary session of the 16th legislature at the National Assembly House in Hanoi. The session, spanning two days, focused on deliberating several crucial draft laws across military, economic, and social sectors, marking a significant step in the country's legislative agenda. On the first day, during the morning plenary session, Deputy Prime Minister and Minister of National Defense Phan Van Giang, authorized by the Prime Minister, presented proposals for two draft laws: the Law on Prevention and Control of Weapons of Mass Destruction Proliferation, and the Law Amending and Supplementing Certain Articles of 9 Laws on Military and Defense. Following this, Le Tan Toi, Chairman of the National Assembly's Committee for Defense and Security and Foreign Affairs, delivered a verification report on these two draft laws. In the afternoon, group discussions were held on these draft laws, along with the draft Law on Legal Dissemination and Education (Amended). The second day commenced with a morning plenary session where proposals and verification reports were presented for five draft laws: (i) the Law on Mediation at the Grassroots Level (Amended); (ii) the Law Amending and Supplementing Certain Articles of the Law on Vietnamese Workers Going Abroad Under Contract; (iii) the Law Amending and Supplementing Certain Articles of the Law on Publication; (iv) the Law Amending and Supplementing Certain Articles of the Law on Architecture; and (v) the Law Amending and Supplementing Certain Articles of the Law on the State Bank of Vietnam, the Law on Anti-Money Laundering, and the Law on Credit Institutions. Subsequently, some of these draft laws were further discussed in group sessions. The afternoon plenary session saw deliberations on two draft laws: (i) the Law Amending and Supplementing Article 6 and Appendix IV on the List of Conditional Business Lines of the Law on Investment; and (ii) the Law Amending and Supplementing Certain Articles of the Law on Customs. Notably, the draft resolution of the National Assembly on mechanisms and policies for handling legal violations related to the state economy, private economy, and the application of science, technology, innovation, and digital transformation holds significant importance for promoting economic growth and social development. These legislative deliberations highlight the decision-making process within Vietnam's one-party system. The Vietnamese government, prioritizing economic growth, is accelerating legal reforms to attract foreign investment and foster domestic industries. Furthermore, the amendments in the military and defense sector are aimed at strengthening national security in response to the increasingly complex regional situation. Given the evolving relationship with China, enhancing defense capabilities remains a critical priority for Vietnam.
