Cambodia Advocates for Enhanced International Cooperation to Combat Cyber Scams

Prime Minister of the Kingdom of Cambodia, Samdech Thipadei Hun Manet, has put forth five recommendations and a plan for the international community to jointly eradicate technology-based fraud offenses (Online Scams). His remarks were made during the opening of the International Conference on Combating Technology-Based Fraud, under the theme: "Together Towards Severing the Chains and Ending Technology-Based Scams," held on the morning of September 23, 2026, in Phnom Penh. Samdech Thipadei Hun Manet stated that Cambodia is fully committed to taking continuous measures against technology-based fraud offenses and to establishing cooperation with partner countries based on mutual respect, sovereignty, and joint accountability. For stronger international cooperation, this includes real-time intelligence sharing, high-level financial investigations, greater coherence in legal frameworks and operations, public-private partnerships, and the protection of victims. The Prime Minister detailed the five points: 1. Partners must double down on immediate response networks between national and international law enforcement institutions to share real-time intelligence, track criminal cells, and disrupt transnational, decentralized criminal groups. 2. Financial intelligence and anti-money laundering institutions should collaborate and utilize platforms that enable rapid tracking of illicit financial flows, identification of ultimate beneficial owners, freezing of virtual assets, and suppression of offshore banking networks. 3. International partners should harmonize mutual legal assistance frameworks, facilitate extradition procedures, and enhance the sharing of digital forensic evidence to prevent criminals from exploiting legal jurisdictional gaps. 4. Governments should build operational partnerships with commercial banks, telecommunication operators, technology platforms, and crypto exchanges to detect fraudulent activities early, disrupt suspicious digital infrastructure, and freeze accounts involved in illegal cases. 5. Governments and international organizations should strengthen victim identification processes and facilitate diplomatic procedures to ensure the protection and safe repatriation of victims. Prime Minister Hun Manet added that our collective commitment to confronting these complex challenges must be matched by concrete, joint actions. He emphasized, "In the spirit of mutual trust and joint responsibility, Cambodia looks forward to its international partners adopting the Phnom Penh Declaration, a testament to our collective commitment to break the chain and eradicate technology-based scams once and for all."
