Meralco Ordered to Refund P9.5B, but Reforms Urged

LUCENA CITY, QUEZON, Philippines — The Energy Regulatory Commission (ERC) has ordered Manila Electric Co. (Meralco) to refund approximately P9.5 billion to consumers. This directive was welcomed by activist priest Fr. Warren Puno of Quezon province, though he cautioned it should not be seen as a sufficient solution to the power sector's long-standing problems. "It is a positive step," Fr. Puno said, but he added that the move should be accompanied by reforms in the power sector. He emphasized that the refund should not be the end of the discussion, as there are deeper issues that need to be addressed. The refund order stems from an ERC decision that found Meralco had overcharged consumers in previous billing periods. The exact amount to be refunded is still being finalized, but initial estimates place it at around P9.5 billion. Fr. Puno, a vocal critic of the current power sector setup, has consistently called for greater transparency and accountability from power companies. He argued that consumers should not have to bear the brunt of inefficiencies and mismanagement within the industry. "This refund is a small victory, but we need systemic changes," Fr. Puno stated. "We need to ensure that electricity rates are fair and justifiable, and that the power sector operates in a way that benefits the Filipino people." The Meralco refund is expected to provide some relief to consumers, especially those who have been struggling with high electricity bills. However, experts agree that more comprehensive reforms are needed to address the underlying issues in the Philippine power sector, which include high operational costs, dependence on imported fossil fuels, and regulatory challenges.
