The National Assembly of Vietnam is set to deliberate and approve 15 draft laws during its upcoming extraordinary session, aiming to accelerate economic growth, streamline administrative procedures, and enhance social infrastructure. Key legislation on the agenda includes revised laws on Petroleum, Grassroots-level Reconciliation, Urban Development, Legal Dissemination and Education, and the Prevention and Control of Weapons of Mass Destruction. Amendments to 10 laws concerning administrative procedures and business conditions in agriculture and environment, and to 9 laws on military and defense, are also slated for approval. Further legislative actions involve amending a number of articles in laws related to the State Bank of Viet Nam, Anti-Money Laundering, and Credit Institutions. Revisions to laws on Radio Frequency, Telecommunications, E-transactions, and Technology Transfer are also planned, alongside amendments to the Law on Investment regarding conditional business lines, and to laws on Customs, Architecture, Vietnamese Workers Abroad, State Compensation Liability, and Publication. A significant focus will be on discussing and approving mechanisms to remove bottlenecks for wind and solar power projects, a crucial step towards meeting Vietnam's renewable energy targets. Discussions will also cover other critical bills such as the revised Penal Code, Criminal Procedures Law, Land Law, and Housing Law, as well as the State Budget Law and the Law on Organization of Investigation Bodies. Important policy decisions are expected on the investment policy for Ring Road 5 in the Hanoi region, adjustments to the Lao Cai-Ha Noi-Hai Phong railway project, the transformation of Quang Ninh and Bac Ninh into centrally-run cities, policies related to the Ninh Thuan nuclear power plant project, the consolidation of four national target programs into one, and personnel matters. These legislative efforts underscore Vietnam's commitment to economic reform and social development under the leadership of the Communist Party, as well as its efforts to strengthen international cooperation. The streamlining of administrative procedures is particularly anticipated to attract foreign investment and improve the domestic business environment. Source: Bao Chinh Phu
