Cambodia Accelerates Local Development with Three-Year Rolling Investment Program

In Cambodia's Kampong Cham province, the "Three-Year Rolling Investment Program" is being promoted as a crucial mechanism for local development. Kong Sophea, Deputy Governor of Kampong Cham Province, emphasized that this program is essential for responding to the development needs of local areas across all districts. He stated that the program facilitates investment in local development by coordinating the activities and resources of provincial departments, district and commune administrations, NGOs, development partners, and the private sector. The investment resources are mobilized through contributions and support from ministries, partner organizations, the private sector, and philanthropists, thereby addressing the actual needs of the local population. This initiative aligns with the "Pentagon Strategy" Phase 1 of the Royal Government of Cambodia, led by Prime Minister Hun Manet, aimed at socio-economic development. The Deputy Governor's remarks were made during an integration workshop for the Three-Year Rolling Investment Program (2027-2029) for communes and districts in Prey Chor district, Kampong Cham province, held on the morning of September 10, 2026, at the district hall. This integration of the Three-Year Rolling Investment Program is an implementation of the Cambodian government's policies on decentralization and deconcentration, as well as "Pentagon Strategy" Phase 1. It aims to respond to the development needs that are essential and required by citizens at the local level. This aligns with the vision of Prime Minister Hun Manet during the 7th legislature of the National Assembly, which aims to transform Cambodia into an upper-middle-income country by 2030 and a high-income country by 2050, through the "Pentagon Strategy" Phase 1.
