Kampot Provincial Police Unveils 12-Point Action Plan for Enhanced Security and Crime Prevention

Kampot Provincial Police Chief Lieutenant General Heng Sophal has laid out a 12-point action plan for the police force to implement with high efficiency. This directive was issued during a meeting held on July 20, 2026, at the provincial police headquarters, which was attended by approximately 250 police officers. The meeting served to summarize the situation and operational results of July and to outline the work direction for August. In his opening remarks, Lieutenant General Heng Sophal praised the leadership and all levels of the police force for their successful execution of missions to protect and maintain national security, political stability, public order, and safety during significant national events held recently. He noted that these events proceeded smoothly and were a source of pride. The 12 key points of the work direction are as follows: 1. Security Work: Continue to strengthen professional work methods aimed at protecting and maintaining national security and political stability, which leads to peace and development in all sectors. 2. Criminal Work: Continue to implement specific plans to prevent, suppress, and crack down on all types of offenses, thereby maintaining security, safety, and public order. 3. Anti-Drug Work: Intensify crackdowns on drug offenses, adhering to the slogan 'Three Nos, One Report': Do not be involved (do not trade, do not distribute, do not support, do not collude), do not intervene (do not obstruct law enforcement against drug criminals, even if they are family, relatives, or friends), and do not exempt (do not relax law enforcement against drug criminals). All relevant authorities must strictly and loyally implement their professional duties, and all individuals must respect and abide by the law. Report suspicious individuals involved in drug trafficking, distribution, use, manufacturing locations, and illegal storage sites to the authorities. 4. Human Resources Work: Strengthen the management of forces, discipline implementation, motivation, and conduct short-term training courses, as well as assign police officers for training according to leadership directives. 5. Public Order and Road Traffic Work: Increase educational measures and disseminate traffic laws in all forms and formats to drivers of all classes through educational institutions, factories, and enterprises to enhance awareness and participation. Continue to assist in facilitating traffic and escorting students when they leave school. 6. Weapons, Explosives, and Fire Management Work: For weapons and explosives, update the registration of all firearms and conduct outreach on laws and regulations related to illegal weapon use and the dangers of unexploded ordnance through public forums like 'Safe Village-Commune-District' policies. For fire management, conduct practical drills on maps (identifying priority geographic areas and rescue routes), organize forces and equipment, and prepare for intervention and rescue. Disseminate through forums about preventive measures and basic firefighting using traditional or modern tools, and join the movement with volunteer firefighters at the local level. 7. Identification Work: Promote statistical management of the population and provide services for residence books, family books, and the issuance of Cambodian identification cards (both new and duplicate) to citizens. 8. Immigration Work: Continue to manage foreign residents within the province and provide legal services. Continue to inspect foreigners residing illegally to implement procedures. 9. Logistics and Finance Work: Continue managing state property and complete procedures for salary payments and other materials to serve the work within the unit for police officers. 10. Anti-Human Trafficking and Gender Work: Continue to strengthen professional work methods and implement relevant laws. 11. Economic Crime Prevention Work: Crack down on natural resource offenses, including the clearing and encroachment of state land, and build case files according to legal procedures. 12. Staff Work: Continue to compile detailed reports highlighting the achievements and contributions of the police forces across various specialized departments. Lieutenant General Heng Sophal reiterated to the leaders and police inspectors of all nine districts and cities the importance of diligently implementing Sub-Decree No. 03 Ankr.BK on security and safety management in concentrated residential areas, and Government Order No. 01 B.B on the campaign to clean up technological fraud.
