Cambodia Gears Up for 2027 Minimum Wage Talks: Aiming for 'Fair Wages' Based on Data and 7 Criteria

The Ministry of Labour and Vocational Training has announced that negotiations for the 2027 minimum wage will be conducted through a tripartite mechanism involving workers, trade unions, employers, and the government, based on data and seven criteria. The ministry emphasized its commitment to listening to the concerns and requests of workers and aiming to balance fair wages with the sustainability of businesses. Sun Messa, spokesperson for the ministry, stated on September 10 that the determination of wages must be based on clear data, taking into account workers' needs, economic conditions, and practical implementation capabilities. "The ministry understands the concerns of our workers. All requests from workers, unions, and all parties deserve to be heard and carefully considered, as the government's primary goal is to help workers improve their livelihoods, ensure job stability, and promote the expansion of factories and enterprises to increase employment opportunities for citizens," he said. The spokesperson further clarified that negotiations will proceed according to the law, with the participation of representatives from workers, employers, and the government. Joint consideration of social and economic factors will help ensure that decisions are well-founded, aiming to guarantee fair wages while maintaining job stability and the sustainable growth of enterprises. Mr. Sun Messa added that the annual discussion on minimum wages reflects the government's attention to workers' livelihoods and the situation in the garment, textile, footwear, travel goods, and bag manufacturing sectors. This process provides an opportunity for all parties to raise concerns, make requests, and discuss challenges, as well as to assess Cambodia's competitiveness.
