Phnom Penh authorities have intensified administrative inspections targeting foreign residents across 14 districts under the governor's directive. On May 25, 2026, inspections in three districts—Sen Sok, Chbar Ampov, and Russey Keo—resulted in the apprehension of 53 foreign nationals suspected of illegal residency, possessing forged passports, or involvement in online scams.
