Vietnam Reviews Over 43,000 Legal Documents to Address Systemic Bottlenecks

Vietnam is accelerating the resolution of "bottlenecks" in its legal system and advancing institutional improvements to align with new development stages through a nationwide review of legal normative documents. As of July 30, ministries, central agencies, and local authorities have completed preliminary reviews of over 43,000 legal normative documents, identifying content that requires amendment, supplementation, replacement, or repeal. This large-scale review of legal normative documents is a crucial initiative to enhance the effectiveness of the legal system, which has been continuously developed and expanded to support economic growth and social stability since the "Doi Moi" (Renovation) policy promoted by the Communist Party of Vietnam. In particular, with recent rapid economic growth, issues such as the obsolescence and contradictions of existing legal regulations have been pointed out to cope with the development of new industries and technologies, and the deepening of international economic integration. This review aims to address these challenges and build a more efficient and modern legal framework. An evaluation report on the results of the review of central-level legal normative documents was submitted by July 27. Furthermore, amendments to many regulations in the science and technology sector have been proposed, covering 474 documents. A meeting led by Deputy Prime Minister Le Tien Chau decided to conduct a comprehensive review of the entire legal normative document system. Additionally, the Supreme People's Court is introducing artificial intelligence (AI) to support the comprehensive review of legal normative documents, speeding up the process. These efforts are extremely significant in strengthening the legal and institutional foundation for Vietnam to cope with complex economic and social challenges and achieve sustainable growth.
